Standard Pacific Park Site
The City of Encinitas, through its Park Master Plan has determined that it is a priority to design, permit and construct a passive use park at the Standard Pacific Park site. This 3.1 acre site is located in the southeast corner of the intersection of Piraeus Street and Olympus Street (APN 254-411-5400).
The Standard Pacific Park is designated as a neighborhood park. It is planned that the amenities at the park may include: walking paths, benches, picnic tables, playground equipment, sports court, exercise stations, drinking fountains, ramada shade structures, bike racks, trash/recycling containers, dog waste stations, and signage.
The total amount budgeted for design is $585,000. The total amount budgeted for the Standard Pacific park site is $3,662,238, which includes consultant studies, design, project management and construction.

Bike/Pump Track Feature Update - February 1, 2019
We are pleased to share with you the bike/pump track feature conceptual design for Standard Pacific Park Site (see attached conceptual renderings). RRM Design Group, City Staff and our skate/bike spot consultant, Wormhoudt Inc., gathered input from the community at a public workshop on September 25th, 2018, and worked collaboratively to develop this concrete pump-track and skate feature. Future users of this feature weighed in with their preference of a separate skate feature and pump-track in function, yet there was consensus that the skate feature and pump-track should be somewhat connected with the skate feature either being just outside of the pump-track or located on the interior of the pump-track.
This proposed concrete pump-track and skate feature design sets out to provide beginner skill level through intermediate skill level pump-track and skate terrain, while also capable of being used by advanced skill users. The layout of the pump-track is hinged around a single skate feature. It is anticipated that bike riders will primarily use the pump-track, but they may sometimes use the bowl. It is also anticipated that the skaters will primarily use the skate feature, but they may also use the pump-track. The pump-track ranges in depth and includes some extensions to provide variations in the riding terrain. Most of the pump-track includes roll-in conditions, however there are some portions that include pipe-coping. The skate feature ranges in depth from 4-feet to 6-feet and includes pipe-coping around the entire lip-line.
To give you an over-all park update, plans are currently in the permitting process at the City. We have an updated schedule that anticipates breaking ground at the end of August 2019 and an estimated park opening in May 2020. Public Workshop 4 (Skate/Bike Element) - September 25, 2018
On September 25th, from 6 to 7:30, the City of Encinitas, RRM design group, and skate/bike element consultant, Wormhoudt Inc. held a workshop at City Hall in the poinsettia room to discuss the future skate/bike feature at the Standard Pacific Park Site. There were approximately 22 community members in attendance. Future users of this feature weighed in with their preference of two separate features as currently represented in the approved preferred design concept. Although the skate feature and pump-track could be separate in function, there was consensus that the skate feature and pump-track should be somewhat connected with the skate feature either being just outside of the pump-track or located on the interior of the pump-track. Currently, our design staff is working on the conceptual design of this feature and will share the initial concept soon. Comments will be considered and the design will be finalized by the City, RRM Design Group and Wormhoudt.
The meeting also touched on and confirmed that the skate feature and pump-track set out to serve the user groups of the immediate neighborhood and are not intended to draw in users from throughout the City or from beyond the City. It was also confirmed that the skate feature and pump-track will be designed as all-wheel facilities, primarily serving beginner and intermediate user skill levels, but also capable of being used by advanced skill level users.
Public Workshop 3- December 12, 2017
On Tuesday December 12th from 6:00pm – 7:30pm at Capri Elementary, RRM Design Group and the City of Encinitas gathered for a third public workshop to present the final conceptual design for the Standard Pacific Park Site. The meeting began with a PowerPoint Presentation summarizing the previous community input received through stakeholder meetings, (2) public workshops, and (1) Pop-Up workshop held at the Leucadia Farmers Market. The final conceptual design was introduced as a merged design of the (2) two previous conceptual designs.
At the end of the park design discussion, participants were given an envelope that contained two dots, the “need it” dot and the “want it” dot. The participants were asked to use their dots to mark their most important amenities. This Priority Setting Dot Exercise will assist the City in future decision making regarding park construction and possible budget constraints.
Public Workshop 2 - November 14, 2017
On Tuesday November 14th from 6:00 to 7:30 at Capri Elementary, the park design team at RRM Design Group and the City of Encinitas gathered for a second public workshop to present two (2) conceptual design alternatives for the Standard Pacific Park Site. The meeting began with a PowerPoint presentation summarizing the previous community input gathered through stakeholder meetings, a public workshop that was held on October 10th, and a pop-up workshop that was held at the Leucadia Farmers Market on October 15th, and how that information was used to develop two (2) different park designs. The workshop attendees were walked through each design, and Alternative “A” and Alternative “B” were presented in detail. At the end of the presentation, the attendees were asked to rise from their seats to take a closer look at the park designs, which were exhibited on large boards in the multi-purpose room. The participants were encouraged to spend time analyzing the two (2) parks designs, discuss the designs with their fellow neighbors, and speak with the design team so that any questions could be addressed or clarification provided.
At the end of the workshop, participants were given an envelope with four (4) colored dots and engaged in a Preferred Plan and Priority Setting Dot Exercise. Each participant was given a blue dot to place on their preferred plan, as well as a red, green and yellow dot to place on top of amenities or features they most desired on either of the plans. The red dot was worth three (3) points and was labeled the “need it” dot. The green dot was worth two (2) points and was labeled the “want it” dot. The yellow dot was worth one (1) point and was labeled the “like it” dot. Once the Preferred Plan and Priority Setting Dot Exercise was completed, the meeting adjourned.
Pop-Up Workshop - October 15, 2017
In an effort to broaden the community outreach and get more exposure for the Standard Pacific Park project, City Staff and the Park Planning Consultant, RRM Design Group, hosted a pop-up style workshop on Sunday October 15th at the Leucadia Farmers Market. The team set up a booth exhibiting boards with inspirational park imagery and a list of the goals and amenities that were recorded from Workshop #1 held on October 10.
Attendees at the market visited the booth and were asked to place a dot on the board for the idea or image that meant the most to them. Some folks had additional ideas and comments for the park, which we recorded on the exhibit boards. Popular topics that were discussed included: adding an open-air amphitheater, natural and organic park with natural play, shade, a dog park, fitness equipment, bike pump track, bike racks, a bike repair station, a zip line, and public art. There were approximately 30-40 attendees that visited the booth.
Public Workshop 1 - October 10, 2017
On Tuesday, October 10th, City Staff and Park Planning Consultant, RRM Design Group, held the first community workshop to set the stage for the design process for the Standard Pacific Park Site. The workshop took place at Capri Elementary from 6:00 pm to 7:30 pm with approximately 35-40 people in attendance.
A presentation was given at the beginning of the workshop to explain the project background, site location, site constraints and opportunities. Following the presentation, an open question-and-answer period was held to address any neighbor concerns, suggestions or comments. The group of approximately 35-40 attendees were dived into three smaller break-out groups, where RRM Design group and City Staff facilitated a brainstorming session to gather big ideas for the goals and objectives for the park design and discuss the type of amenities the community wanted to see in their park. The brainstorming session ideas were recorded on large boards, and at the end of the sessions, participants were given sticker dots to place on top of the comments and ideas that mattered most to them. Popular topics that were discussed included: provide a buffer for the adjacent neighbors, no restroom, add parking at the bottom of the site, dog park, shade, natural and organic park with natural play equipment, bike pump track, small sports courts, public art, etc.
On March 21, 2018 City Council approved the Preferred Design Concept. The park is expected to be open in May 2020.
