Customer Self Service (CSS) - Online permit application portal

System Maintenance Notice
Customer Self Service will be offline February 12th-16th
The Customer Self Service (CSS) portal will be closed for maintenance on
Thursday, February 12th at 4:00pm.
Records will not be accessible, and files cannot be uploaded during the closure.
During this time, inspections may be scheduled through email at buildinginspections@encinitasca.gov.
The portal will reopen on Tuesday, February 17th at 7:00am.
Existing bookmarks to the CSS Portal will need to be updated following the reopening.

Beginning July 1, 2025, Planning and Engineering development processing fees increased per City Council Resolution numbers 2025-69 & 2025-70.
Counter Service Hours
Monday-Thursday 8:00am - 5:00pm
Every Other Friday 8:00am - 4:00pm

Inspections
Inspections may be scheduled for the next business day if the inspection request is received by 3:00 p.m. on the business day prior. Please log in to your CSS account to schedule your Building inspection.
Please check the Daily Inspection Schedule the day of your inspection for your inspection time slot.
Operations & Engagement
Operations & Engagement provides administrative functions for the department. They prepare, monitor, and maintain the department budget. They are responsible for the coordination and implementation of the Citizen Participation Plan (CPP) program. They strive to facilitate engagement with the community collaboratively to achieve long-term and sustainable outcomes, processes, relationships, decision-making, and implementation.
