PROJECT STATUS

Council approved funding for design of the project and as of Nov. 2021, 100% design plans are complete.  The project was approved by the Planning Commission on August 17, 2023.   The city is coordinating with Cardiff 101 Mainstreet Association and Cardiff Town Council on the original sidewalk panels. The construction phase of the project is not yet funded.  Actively seeking grant opportunities.

 
ABOUT THE PROJECT   

This transformative project will change the circulation in Southern Encinitas throughout the Cardiff by-the-Sea community.  It includes the design and construction of a new sidewalk on both sides of Birmingham Drive from Carol View Road to San Elijo Avenue, approximately 2,500 linear feet.

Improvements will also include landscaping and a roundabout at the Newcastle Avenue and Birmingham Drive intersection. 

The project includes undergrounding of utilities on Birmingham Drive over the project length to improve accessibility for pedestrians and overall project aesthetics.  Design features provide for stormwater treatment through landscaped rain gardens.  

 
PROJECT BENEFITS & AMENITIES
  • Traffic Calming and Safety Improvements:  New roundabout at Newcastle Drive, Pavement Overlay, Undergrounding of Utility lines.  

  • Improved Mobility: New Sidewalks, Designated Bike Lane (east-bound), Upgraded Street Lighting, ADA Compliant ramps and enhanced crossings.

  • Storm Water Treatment:  Low impact design with landscaping/rain gardens, bioretention. 

  • Reclaimed Water: (Funding in conjunction with SEJPA) San Elijo Ave./Mozart Ave to Birmingham Dr.; Birmingham Dr./San Elijo Ave. to Glasgow Ave. 
 
BIRMINGHAM WALK OF FAME 

Many of the decorative sidewalk panels along the south side of Birmingham Drive were created through the Cardiff Town Council's "Own a Piece of the Walk" fundraiser in the 1980s, allowing residents, families, businesses, and organizations to sponsor and personalize individual panels while helping fund construction of the sidewalk.

As part of a partnership between the City of Encinitas, Cardiff 101 Main Street, and the Cardiff Town Council, these historic panels have now been digitally preserved using high-resolution 3D image capture technology.
 
The collection is available online, allowing community members to explore hundreds of panels and help preserve this unique part of Cardiff's character for future generations.
