PROJECT STATUS

The City Council approved the 10% grant match in June 2023.  Staff requested design authorization from Caltrans in summer 2023.  Plans were finalized and approved by Council in March 2025, and the construction contract was awarded in August 2025.  Construction began in early October and was substantially completed in late November, 2025.   The project is pending final power connections by SDG&E to three new streetlights. 

ABOUT THE PROJECT 

The City was awarded a Cycle 11 HSIP grant by Caltrans in March 2023.

The Highway Safety Improvement Program (HSIP) is a core federal-aid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. California’s Local HSIP focuses on infrastructure projects with nationally recognized crash reduction factors (CRFs). Local HSIP projects must be identified on the basis of crash experience, crash potential, crash rate, or other data-supported means.

The project design and construction require a 10% local match.

PROJECT BENEFITS & AMENITIES 

The project scope includes the following: intersection lighting, ADA curb ramps, curb extensions, high-visibility crosswalks, and advanced school zone signs at four (4) unsignalized intersections in Encinitas:

3rd Street & B Street
ADA Curb ramps on south side of intersection
New LED streetlights on the southwest and northeast corners

Park Dale Lane & Countryhaven Road
ADA Curb ramps at all corners of intersection

Park Dale Lane & Willowspring Drive  
ADA Curb ramps at all corners of intersection

Park Dale Lane & Glen Arbor Drive 
ADA Curb ramps at all corners of intersection
New LED streetlight on northwest corner

These improvements aim to enhance safety and mobility in the City by installing ADA curb ramps and new LED streetlights. Upgraded ADA curb ramps improve accessibility and visibility for all pedestrians entering the roadway. The installation of LED streetlights will improve nighttime visibility, reduce energy consumption, and provide more reliable illumination for both pedestrians and drivers.
