PROJECT STATUS
Design of the FY 2026-27 Drainage Repairs Project and Lake Drive Storm Drain Lining Project is complete and was approved by City Council in August 2026. The project will be advertising for construction bids in August-September 2026 with a bid award anticipated in Fall 2026.
ABOUT THE PROJECT
The project involves rehabilitating corrugated metal pipes (CMP) storm drain pipes that are in critical condition throughout the City, as identified as part of the citywide storm drain condition assessment project, using risk-based assessment criteria. Work includes, but is not limited to, lining the pipes to extend the service life of the storm drain system and conducting repairs. The measures aim to reduce risk of system failure and ensure reliable flood control across key locations. The scope of the repair work includes, but are not limited to, pipe replacement, pipe lining, and debris removal.
The City owns and maintains an extensive storm drainage system consisting of approximately 1,789 storm drain structures and approximately 65 miles of underground pipes comprised of over 4,000 pipe segments. Prior to the City’s incorporation, storm drain pipe systems were built using corrugated metal pipe (CMP). The ages of the storm drain pipelines range from new to over 75 years old for some of the communities in Encinitas. Due to age and corrosive soils, several storm drain pipes have corroded and deteriorated and require rehabilitation or replacement to maintain the City’s drainage system.
Although the City’s Operation and Maintenance (O&M) staff perform regular citywide cleaning of the storm drain system of debris and sediment; pipes throughout the network are in need of additional maintenance and repairs. In recent years, the City has experienced major emergency drainage projects that resulted in replacements and rehabilitation of storm drain infrastructure. To prevent further damage and protect existing assets, City Council has tasked staff with identifying and assessing the condition of all underground infrastructure and allocated budget to begin rehabilitation work on the highest priority pipe segments as identified using risk-based assessment criteria and analysis.
