PROJECT STATUS

The project has entered its Construction Phase after its selected contractor, Palm Engineering Construction Company, Inc., was issued a Notice to Proceed on April 2, 2026, with a construction start date of April 16, 2026.  Construction staking was performed by the project’s construction management & inspection consultant, Dudek, the week of April 6.  Construction is estimated to be completed in June 2026

ABOUT THE PROJECT

Glen Park is a day-use park located in the community of Cardiff-by-the-Sea in the City of Encinitas.

The Glen Park ADA Improvements Project was conceived to modify the park so that its parking lot and walkways comply with current ADA requirements.  The project’s original Scope of Work was to upgrade the two existing accessible parking stalls within the Main Parking Lot and another one near the Tennis and Basketball Courts.  The existing walkway between the Main Parking Lot and the Restrooms would also be reconstructed too.  Over time the Scope of Work was expanded to construct a new walkway from the south side of the Scout House down to the Picnic Pavilion.  A small section of existing walkway east of the Restrooms to the south side of the Scout House would also need to be reconstructed to provide an ADA-compliant connection to this new walkway.  Lastly, to provide a fully ADA-compliant walkway down to the Playground, the existing walkway from the Picnic Pavilion to the Playground was selected for reconstructed.  Another addition to the project’s Scope of Work was to resolve a persistently wet condition in the grass north of the Picnic Pavilion.  To accomplish this, a French drain will be constructed at the eastern edge of the new walkway to the Picnic Pavilion so that it can intercept overland runoff coming into the park’s north east corner from Newcastle Ave.  The last addition to the Scope of Work was to slurry seal and restripe the Main Parking Lot.

Due to budget constraints and in order to guarantee that at least the original Scope of Work for the project is constructed, which is aimed at ADA improvements, the project was divided into a Base Bid and four Additive Alternates before it was advertised for construction.  This division falls in line with the various changes to the Scope of Work.  Thus, the Base Bid was set as upgrading the three existing accessible parking stalls and replacing the walkway from the Main Parking Lot to the Restrooms.  Additive Alternate 1 was set as the walkway from the restrooms down to the Picnic Pavilion.  Additive Alternate 2 was set as the walkway from the Picnic Pavilion to the Playground.  Additive Alternate 3 was set as the French Drain.  And Additive Alternate 4 was set at slurry sealing and restriping the Main Parking Lot.  How much of the project is constructed will depend on the cost of the bids received.
