PROJECT STATUS

The project is in the preliminary design phase. An RFP was advertised on July 21, 2025 and closed on August 25, 2025. A contract awarding the project design contract was approved by City Council in December 2025. The design and permitting phase began in January 2026.

Work to evaluate the site conditions and potential park amenities is underway. Preliminary park layout options have been developed and presented to the community for feedback at a public workshop held on March 26, 2026. The team is working to compile the feedback from the community and will further refine potential park layout options and park amenities.

ABOUT THE PROJECT

There is strong community support for the development of a neighborhood park at this location. The property was initially purchased in 1998 and set aside as open space and potential future park development.

The 9.459-acre parcel is bisected by Quail Gardens Drive, fronted by Quail Gardens Lane to the east, and is located in a valley between Encinitas Blvd to the south and Leucadia Blvd to the north.

Work to evaluate the site conditions and potential park amenities is underway. Additional public meetings will be scheduled to collect feedback from the community on the proposed design options, park amenities and site-specific features and equipment.

Past Actions

City staff along with the design consultant hosted Public Workshop #1 on March 26, 2026, to collect public input on potential park layout options and park amenities. The feedback comment form closed on Monday, April 6, 2026.

On December 10, 2025, City Council awarded a contract to Schmidt Design Group for the design of the L-7 Park Development Project. Only July 21, 2025, ENG RFP 25-03 for parkland design and development was advertised, with a closing date of August 25, 2023.

On June 25, 2025, the City Council voted to accept a donation of $100,000 from Glen Johnson and approved a future naming of a significant park amenity, such as a pavilion, at the future park at the L-7 Parcel, for a minimum period of 50 years.

On June 18, 2025 City Council adopted the FY 2025-26 Operating and 5-year Capital Program Budgets, which allocated $750,000 in Park Development Mitigation Fees to fund the design phase for the L-7 Park Development Project (CS26D).

On February 26, 2025 City Council voted unanimously to preserve the city-owned parcel at 634 Quail Gardens Drive (L-7) as a park.

In 2023, during a No Net Loss Study Session, the property was considered for surplus property designation and potential 100 percent affordable housing projects.

On October 14, 1998, the purchase of the L-7 Parcel was brought to City Council for consideration. The property was purchased and designated as open space/future park land in the City's General Plan.
