La Costa Avenue Pedestrian Path

PROJECT STATUS
In August 2023 staff prepared an updated conceptual cost estimate and an exhibit to begin the design and permitting for this project. 30% Design was completed in November 2023. A Citizen Participation Program (CPP) Neighborhood Meeting was held on February 26, 2024.
The project has undergone multiple scope of work changes, with another one in the process of being incorporated. The 90% design was completed in January 2025 but will need to be revised once again to incorporate the additional scope of work. The project’s planning application was submitted in January 2025 for 1st Cycle Review, which was completed in March 2025. Review comments are being addressed and the design modified in preparation for the project’s 2nd Cycle Review. Lastly, the project was submitted to SANDAG for a potential grant under their Smart Growth Incentive Program (SGIP), Cycle 6 – Capital Project. The city was notified that the grant application was successful and was selected for a grant award in the amount of $1,197,238, to fund project construction. In October 2025, City Council amended the project budget to provide the 10% local match of $100,000 and funding to complete the project design.
ABOUT THE PROJECT
This project will improve mobility and safety on La Costa Ave from the east end of the LOSSAN Corridor bridge to the I-5 southbound on-ramp and the northern end of N Vulcan Ave. On La Costa Ave the project will construct a decomposed granite pedestrian path along the south side of the street and create a buffered bicycle lane. The result will be approximately 0.5 mile of 4-foot-wide decomposed granite pedestrian path with 15 new ADA compliant curb ramps, 10 replaced driveways, and four (4) replaced street crossings.
On N Vulcan Ave the project will construct approximately 135-ft of concrete curb, gutter, and sidewalk to connect the end of public improvements from a nearby development up to the intersection of N Vulcan Ave and La Costa Ave.
This project aligns with the City’s Strategic Plan Objectives’ Focus Area II.2.3.B of safe and efficient mobility and circulation for all modes of transportation, meaning we have as our goal to safely and efficiently move people throughout the city in a timely manner.
