PROJECT STATUS

City staff is working to complete design and obtain the necessary access and environmental permits required for the project.  

90% Design was complete in October 2024.  Permitting applications with applicable state and federal agencies have been submitted and are anticipated to take approximately two years, with estimated completion in late 2026 or early 2027.  The project received approval from the Encinitas Planning Commission on May 21, 2026.  

Funding for construction is needed to complete this project. 

ABOUT THE PROJECT 

In 1982, a 2,000 ft long, 48-inch storm pipe was installed along the bottom of the canyon, west of Lake Drive between Wales Drive and Sea Village Drive, to collect and drain water from the surrounding developed area.  Since the 1986 incorporation of the City of Encinitas, the City has been responsible for maintaining the pipe.  In December 2020, the City initiated a capital improvement project to replace the storm pipe and associated appurtenances after a number of pipe failures and sinkholes were discovered.   In January 2023, a sinkhole formed at the east end of the Lake Drive storm drain system that threatened Lake Drive and required immediate repair. 

The remainder of the Lake Drive storm drain system is failing and in need of replacement. Ongoing work is being completed by City staff to obtain the required access and environmental permits to complete the full scope of this project.

This project will increase the flow capacity of the system to convey a 100-year storm event by installing a detention basin and upgrading the compromised CMP with new reinforced concrete pipe. Additionally, the existing trail system and sensitive habitat in the area that is impacted by construction will be restored.
