N. Coast Hwy 101 Drainage Improvements

PROJECT STATUS
The N Coast Hwy 101 Drainage Improvements, as part of Leucadia Streetscape Segment C between Jupiter Street and La Costa Avenue, began construction in March 2024 with anticipated completion in Summer 2026.
Excavation and installation of new 60 and 66-inch storm drainpipe began at Jupiter Street and continues northward to La Costa Avenue, with current work happening from Moorgate Road to La Costa Avenue. This work involves excavation of 25 to 35 feet in depth and includes shoring along the entire trench length to support the deep excavation. Installation of surface storm drains will occur throughout the project length.
To date, the Leucadia Streetscape Segment C and the NCH 101 Drainage Project has installed 3,974 linear feet of 60-inch, 108 linear feet of 66-inch, 430 linear feet of 36-inch storm drain pipe, 11 cleanout boxes, 568 feet of 24-inch storm drain and a portion of the west side storm drain inlets.
The current work continues on the drainage infrastructure, including the large storm drain (60 and 66-inch) placement along North Coast Highway 101 near La Costa Avenue. A portion of the east side of the roadway will be paved to allow for northbound traffic to continue on the east side of North Coast Highway 101 from Grandview Street to La Costa Avenue. The contractor will continue working on the west side for the smaller storm drains and drainage inlets, median curbs and new water main.
Pipe installation and related work, such as new water main, storm drain inlets and connector pipes, paving, median curbs, and roundabout construction will continue on the west and east side through Spring 2026. When the underground facilities are in place the surface improvements, sidewalks, curbs, gutters, inlets, and driveways, can begin construction.
Expect traffic control with intermittent lane shift, along with construction related activities and impacts including noise, dust, lighting, and large construction vehicles. Access to driveways and businesses will be maintained. Please support our local Leucadia businesses during construction.
ABOUT THE PROJECT
The Leucadia Streetscape is a decades long revitalization project that began in 2007 with a concept to enhance pedestrian, bicycle, drainage, and vehicular improvements along 2.5 miles of North Coast Highway 101 in the community of Leucadia.
In January 2023, a $4M Grant from HUD was awarded to fund drainage infrastructure for 1.5 miles of new stormwater mainline underneath North Coast Highway 101, approximately 30 feet below the roadway. And on June 12, 2024 City Council approved additional funding for the completion of the North Coast Hwy 101 Drainage Project between Jupiter Street and La Costa Avenue to help alleviate historic flooding in the corridor.
The drainage work must be constructed before construction on the roadway and mobility improvements can begin. The drainage infrastructure will feature larger inlets to expedite drainage from the roadway and includes green street elements to improve water quality and makes no changes to the existing pipe outfalls.
The Leucadia community has endured historical drainage and flooding issues and the storm drain component is essential infrastructure that will benefit the area and the traveled way.
