Olivenhain Trail Enhancements Project (Rancho Santa Fe Road Fencing)

PROJECT STATUS
Project design was completed and approved by City Council on April 10, 2024. Composite fencing material was selected as the preferred fencing material option. The project was advertised for construction on April 22, 2024, and a construction contract was awarded by City Council on June 12, 2024. Although a Notice to Proceed was issued to the contractor on June 18, 2024, a Notice of Termination was issued to the contractor on October 17, 2024, as construction had not yet begun. After an informal bidding process, City Council authorized a new construction contract award on January 22, 2025. Construction began on May 27, 2025, and was completed on June 5, 2025, ahead of schedule. The Notice of Completion was accepted by Council in August 2025.
ABOUT THE PROJECT
The Olivenhain Trail Enhancement project installed 1,169 lineal feet of composite trail fencing along the east parkway of Rancho Santa Fe Rd from Lone Jack Rd to approximately halfway between Calle Santa Catalina and 13th St. The trail on Rancho Santa Fe Rd is well-trafficked by schoolchildren headed to Olivenhain Pioneer Elementary School and Diegueno Middle School – in addition to equestrians, walkers, and bikers from throughout the community.
The City of Encinitas Department of Parks, Recreation, and Cultural Arts partnered with the Encinitas Trails Coalition, a 501(c)(3) non-profit, to raise funds and apply for grants to complete this project. The project received a $150,000 grant from the California Department of Parks and Recreation Office of Grants and Local Services (OGALS) to complete a portion of the trail enhancements.
The Olivenhain Trail Enhancement project aligns with the 2025 City Council Strategic Plan Objectives Focus Area of safe and efficient mobility and circulation for all modes of transportation.
