Vulcan Avenue DG Pedestrian Path

PROJECT STATUS
The North Vulcan Avenue Pedestrian Path project will construct a new decomposed granite (DG) pedestrian pathway along the west side of Vulcan Avenue, between Leucadia Blvd. and La Costa Avenue. Project design is underway with design completion anticipated in late summer 2026.
Design and permitting was funded by City Council in May 2025; however, funding is needed to complete construction.
Staff hosted a Citizen Participation Program (CPP) Meeting on Tuesday, January 13, 2026 to gather feedback from the public about the proposed project. The Community Feedback period remained open through January 20, 2026.
The project is currently in the final stages of Design and Permitting, with an estimated Planning Commission hearing for discretionary approval in September 2026. Shortly after, the design will be finalized.
ABOUT THE PROJECT
The project aims to improve a current vegetated area into a new pedestrian trail for the community of Leucadia, along a major connector of Leucadia Blvd. North Vulcan Avenue fronts mainly residential uses and Paul Ecke Elementary School. The road has relatively narrow pavement in this area and the new DG pathway will provide a place, away from the roadway, for pedestrians to travel.
The pathway will have connections to the proposed future at-grade railroad crossing locations at Hillcrest Drive and Glaucus Street and provide interim connectivity to existing pedestrian infrastructure in the area until SANDAG is able to extend the Coastal Rail Trail up through Leucadia.
There is broad community support for the project which aims to improve safety, mobility and connectivity in Leucadia.
