2026 Stormwater BMP Design Manual Update
Revisions to the 2023 Stormwater BMP Design Manual are in progress and City Staff invites members of the public and professional community to provide input on the revised language.
The Public Comment period closed on June 30, 2026.

Engineering Design Manual
The Engineering Design Manual provides guidance to the public and professionals in the submittal of required material to the Engineering Department for the processing of Engineering permits, grading plans, subdivision maps and parcel maps, drainage designs, sewer designs and water designs.
Revisions to the City's Engineering Design Manual were adopted by City Council in September 2025. The following sections have been updated and supersede prior versions:

City Council approved the 2023 Stormwater Best Management Practice (BMP) Design Manual, Chapter 7 of the Engineering Design Manual.
IMPORTANT NOTE: The 2023 BMP Design Manual is undergoing Updates.
Proposed changes are available for review and public comment through June 30, 2026. Comments can be submitted via email to Ben Stryker: bstryker@encinitasca.gov
