Iris Apts 4 The mission of the City’s housing programs and services is to provide decent, safe and sanitary housing for eligible low-income households. The City of Encinitas has a varied approach in providing assistance to lower-income households in need of affordable housing. These approaches contribute to the creation and sustainment of a diverse population and housing affordability within the community.

To achieve this diversity and affordability, the City relies on federal, State, and local funds. The City also has many partnerships with local non-profit organizations and other governmental agencies in order to provide support and services to our residents. The federal assistance is provided through the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) programs, and the Section 8 Housing Choice Voucher (HCV) program. The State provides affordability through its density bonus regulations. The City’s Inclusionary ordinance and Affordable Unit Policy are the two local forces in creating and sustaining affordability.
