Homeless Resources
The City of Encinitas collaborates with many agencies and non-profit organizations to provide resources to those experiencing homelessness, as well as develop solutions for reducing or preventing homelessness.
If you see a person experiencing homelessness, or an encampment, please submit a request through the MyEncinitas App or through Report an Issue Online. This is an efficient way for the City to get the appropriate resources deployed to assist with the concern. If the request is being submitted during a time when City Hall is closed, please contact the Non-emergency Sheriff's Dispatch Line: 858-868-3200. If it is an emergency, please dial 911.
The City has also developed a Homeless Action Plan that was adopted by City Council on February 24, 2021 to act as a guiding document for the City to address the needs of individuals and families experiencing homelessness. City staff provides status updates on the implementation of the Homeless Action Plan on an annual basis at a minimum. For more information please click the Homeless Action Plan below.
The City's current Homelessness Programs include Homeless Outreach Program for Empowerment (HOPE), and JFS Safe Parking Program. The Opening Doors Encinitas program concluded in June 2024. For more information on these programs please click on their names below.
The San Diego region's Continuum of Care (CoC) is the Regional Task Force on Homelessness (RTFH). RTFH is responsible for collecting, tracking, and reporting out on a significant amount of data as it pertains to homelessness in our region, which includes the annual Point-in-Time Count (PITC). In 2024, RTFH launched a data dashboard that compiles reporting information for regional and local efforts.
