Affordable Units Available at The Cove at Encinitas
Toll Brothers is offering four income-restricted homes at The Cove at Encinitas. These 3-bedroom homes are designated for households at the very-low area median income level and are expected to be available in May 2026.

The Community Development Block Grant (CDBG) Program is a federal housing and community development program administered by the Department of Housing and Urban Development (HUD). The City of Encinitas is an entitlement jurisdiction, which means the City receives a CDBG grant annually to assist with housing and community development activities.
City of Encinitas Program
Every year in the Spring, the City of Encinitas City Council approves how the City’s CDBG funding will be allocated. The funding is typically allocated into three categories: public services, fair housing and administration, and capital improvements. CDBG requirements limit funding for public services to 15 percent of the annual grant, and 20 percent for fair housing and administration. Fair Housing
As part of their CDBG program, the City of Encinitas must affirmatively further fair housing and promote equal access to housing. Please visit the City’s Fair Housing Page for more information about Fair Housing issues, rights, education, and services.
Section 3
The City also must make a good faith effort to ensure that employment, training, and contracting opportunities for lower-income residents are available for certain types of CDBG funded projects.

Community Resource Center
The CRC offers many services including temporary motel vouchers, food assistance, and wrap-around services to assist low-income residents and those experiencing homelessness.
CRC's Food and Nutrition Center provides healthy food and nutrition education to families in need.

The CRC operates an emergency shelter for women and children who are victims of domestic violence. Those in need of Domestic Violence resources can call the CRC 24 hour hotline at (877) 633-1112.
Interfaith Community Services
Interfaith Community Services is an organization consisting of faith-based communities and public and private entities to offer a range of services and programs to low-income residents and those experiencing homelessness. 2-1-1 San Diego
2-1-1 San Diego is a resource and information database that connects people with community services through a free, 24/7 phone service and online database. Residents can search a directory of over 6,000 health and human service programs. North-county specific resources can be accessed at 2-1-1 North County and the ARS has a 2-1-1 Resource Guide.
San Diego Housing Resources Directory
The County of San Diego prepares the Housing Resources Directory to provide a comprehensive list of the housing services and resources across the San Diego County region. 2016-2018 San Diego Housing Resources Directory.
St. Andrews Church Food Pantry
Every Thursday from 3-4 p.m., St. Andrews Church sets up a supermarket-style food pantry to serve the community. Fresh produce, meat, canned goods, rice, beans, baby food, etc. is available to anyone who needs it. No proof of need is required.
St. John Parish Food Pantry
The St. John Parish Food Pantry is open to anyone each Monday from 9 a.m. to 12 p.m. No proof of need is required. It is located currently in the church parking lot and accessed from Balour Drive. The pantry is run mainly as a drive-through at this time. Those without vehicles or access to cooking facilities may walk up to get a bag of ready-to-eat items.
VA San Diego Healthcare System Resource Guide
The Veterans Affairs San Diego Healthcare System has published a Resource Guide with resources available to veterans.
Coastal Roots Farm – Pay-What-You-Can Farm Stand
Coastal Roots Farm in Encinitas offers a pay-what-you-can farm stand featuring fresh, organic fruits, vegetables, herbs, flowers, and eggs. Visitors who are unable to pay may receive up to $30 of farm-fresh produce per visit at no cost.

Hours: Thursdays, 12:00pm – 3:00pm

Fair Housing is a right protected by Federal and State laws that ensure all people have an equal opportunity to access housing of their choice. Fair Housing laws prohibit discrimination in the sale or rental of housing based on race, color, religion, national origin, family status, disability, sexual preference, source of income, or any arbitrary status.
City of Encinitas Program
As a recipient of Community Development Block Grant (CDBG) program, the City of Encinitas must affirmatively further fair housing. Part of this effort includes completion of an Analysis of Impediments to Fair Housing Choice (AI) approximately every five years. The AI evaluates the nature and extent of housing discrimination and examines factors that may impede housing choice.
Additionally, the City of Encinitas contracts with a fair housing provider to offer fair housing services for Encinitas residents and housing providers at no cost. The current fair housing service provider is Legal Aid, which mediates and assists with filing fair housing complaints. Legal Aid also offers several educational tools, including workshops and written materials, and conducts testing to ascertain if fair housing issues are occurring in the City.

Residential Rehabilitation Program
The City of Encinitas operates a Residential Rehabilitation Program, and the intention of the program is to ensure that residents are living in decent, safe, sanitary homes. Through federal funding sources, the program provides grants and/or low-interest, deferred, and/or forgivable loans for needed home repairs, such as building code violations, health and safety issues, essential repairs of major component systems and general improvements.

Mobile-Home Residency Law (MRL)
In 1978, the state legislature enacted the MRL, Cal. Civ. Code Section 798 et seq. The Department of Housing and Community Development (HCD) oversees issues relative to the MRL and rules and regulations for mobile-home park tenants and management. Since 1978, a number of sections have been amended and others added to the Code.
Mobile-Home Assistance Center
The States receive and process complaints relative to living in manufactured homes and mobile homes. HCD provides information and other assistance to help resolve complaints generally related to park health and safety issues and unlawful sales practices.
Affordable housing offers lower-income households the opportunity to rent or purchase a home at a cost that is below the market price. The Department of Housing and Urban Development (HUD) establishes the area median income (AMI) limits on an annual basis, which is used to qualify households for affordable housing. Restrictions are based upon defined percentages of the AMI, such as 30% AMI (extremely low income), 50% (very low income), 80% (low income), and 120% (moderate income). Rents and affordable housing costs will vary depending upon the AMI restriction.

Income and Rents Schedule
Affordable housing provides an opportunity for lower income households to live at a cost that is generally below the market price. Income limits and rents are capped at specific percentages of the Area Median Income (AMI). The income limits are established by the federal Department of Housing and Urban Development (HUD), and are updated on an annual basis. Each affordable housing unit will have different income and rent limits. Please see the most current Income and Rent schedule below to determine the maximum allowable household income and rent that can be charged.

HOME Program
The HOME Investment Partnership Program is a federally funded affordable housing program through HUD and provides separate income and rent limits. The HOME program limits are updated annually.

Utility Allowance Schedule
Affordable units include an allowance for tenant-paid utilities, such as water or electricity. The Encinitas Housing Authority publishes a Utility Allowance Schedule on an annual basis, and is utilized for all of the affordable housing units within the City.
Compliance Monitoring
The City monitors the affordable housing units on an annual basis to ensure continued compliance with affordability restrictions and requirements. The following forms are some of the primary tools used in the monitoring process.

County of San Diego First-Time Homebuyer Down Payment Assistance Program
As a member of the San Diego HOME Consortium, Encinitas participates in the County’s First-Time Homebuyer Program. The program offers low-interest deferred loans to low-income first-time homebuyers. The loan can be applied towards the down payment and closing costs of the purchase of a new or re-sale home, meeting certain criteria.

Mortgage Credit Certificate
Mortgage Credit Certificates provide first-time homebuyers tax credits equal to 20% of the interest paid on the home. This program is available through the County of San Diego, and is offered to low and moderate income households. The potential homebuyer is required to select a lender from a list of participating lenders.

Homebuyer education classes are offered throughout the County of San Diego and are geared to help provide valuable information in order to achieve goals for homeownership, home retention and financial education.

New Affordable Housing
Occasionally, affordable homes are available for sale as a part of new subdivision. Typically, these are single-family homes that are made available through the City’s inclusionary housing program or the State’s Density Bonus housing program. Within the program requirements, the developer performs the marketing, establishes the sale price, creates and maintains an interest list, and determines qualified applicants. The City performs an oversight role in ensuring compliance of the affordability requirements. Access the Affordable Housing Dashboard to find information on current and future affordable housing opportunities. As new projects and/or contact information becomes available, this map will be updated.

Affordable Apartments and Homes
The City achieves affordable housing units in a variety of ways, such as providing assistance in the development of the units, or as a result of local or state requirements. The units are often located in communities, where there is a mix of affordable and market rate units, and are not guaranteed to be affordable for everyone.
Due to limited availability and increased need for affordable housing, each of the apartment communities typically has a waiting list. Interested households are encouraged to contact the communities individually to determine the eligibility criteria and waitlist information.
