Background
The City’s Active Transportation Plan (ATP) was adopted in 2018 and established a network of biking and walking facilities throughout the City. It identified needed routes, gap closures, safety considerations, and facility options. An implementation plan, which involves prioritizing the projects and identifying funding opportunities, was not part of the original ATP due to funding limitations.
In 2020, the City successfully applied for and received funding for this next phase – the development of an implementation plan – through the Caltrans Sustainable Communities Grant. The creation of an implementation plan is the purpose of the Modal Alternatives Project (MAP Encinitas).
MAP Encinitas provides the City with a prioritized list of bike and pedestrian projects that reflect the community’s desires and values. The project also developed conceptual plans and fact sheets for 35 of the highest priority projects, so that the City is well-positioned to apply for grant funding.
Staff presented the MAP Encinitas implementation plan to the Mobility and Traffic Safety Commission on November 14, 2022, and to the City Council for adoption on February 8, 2023. More information, including agenda reports and meeting videos, can be found on the Meeting Agendas and Webcasts page.
Community Outreach
Workshop #2 - May 23, 2022
The second workshop for MAP Encinitas was held virtually on May 23, 2022 and approximately 38 community members attended. The workshop went over prioritization criteria created by the consultant and City team, which has been applied to bicycle and pedestrian projects in the ATP. The project team received community input regarding the prioritization for each of the five communities and citywide projects. Below are links to the presentation.

The first community workshop for MAP Encinitas was held on November 3, 2021. This workshop provided an opportunity for community members to learn about MAP Encinitas and provide important feedback to prioritize planned bicycle and pedestrian projects.
