The City has hired a consultant to update chapter 14.41 of the City of Encinitas Municipal Code on establishing Permit Parking Zones.

The future program will provide clear guidelines on establishment of potential new permit parking zones and their operation.

Residential Parking Permit Zones

There are four designated residential parking permit areas in the City of Encinitas:

  • Zone A: West side of Devonshire from Melba to Santa Fe
  • Zone B: Sea View Court, Pacific View Lane
  • Zone C: Seacrest Way
  • Zone D: Via Molena (from 200’ east of Via Tavira to Via Cantebria), Via Tavira, Via Sarasan, Via Palacio and Via Villena

Please view the map to determine whether your address is located within an eligible permit zone.

Residential permits are available for resident vehicles registered to an address within the zone.

Three guest permits (hanging placards) are permitted per dwelling unit.

Please note that, in accordance with the most recent amendment adopted by City Council, all Zone D guest permits are valid for 30 days only. Each dwelling unit within Zone D is eligible to receive three guest parking permits at any given time, and each permit will expire 30 days after issuance.

Obtain a Permit

The process to obtain a residential parking permit begins with creating an account on the City’s Customer Self Service (CSS) portal.  Registration will be approved within one business day and you will receive a confirmation email.

Once registration has been approved and you are logged in, navigate to the list of applications by selecting the Apply" button in the menu bar and searching for “Residential Parking Permits”.

Complete the online application which includes uploading the required documents listed below.

Once your application is submitted, your documents will be reviewed by staff to ensure that all required materials have been submitted. Once documentation has been verified, you will be invoiced for the permit fee.

Once the application is approved and payment has been processed, please allow up to seven business days for delivery of your physical permit(s) via U.S. mail.

Required Documentation

Address Verification Documents:

  • Valid government issued identification; andPermit Docs

  • Proof of residency matching the identification and located within the zone boundaries.

Proof of residency may include a valid California ID with a qualifying address, a utility bill or a rental agreement displaying the qualifying address.

Vehicle Verification Documents:

  • DMV registration or vehicle insurance documentation is required to obtain residential permits.

The name on the registration or insurance documentation must match the name on the identification submitted. The make, model, year, and license plate must also be provided in your online application.

Guest Permits

Each dwelling unit is eligible for three guest permits (hanging placards). No additional documentation is required to obtain guest permits.

 Fees

Cost for each permit (residential or guest) is $5.00
