A consultant has been hired to conduct a comprehensive Parking Permit Study and recommend updates to Chapter 14.41 of the City of Encinitas Municipal Code.

The first Community Meeting was held on March 11, 2024, for residents to share input regarding parking permit programs in the City.  The consultant presentations from this meeting are available in English and Spanish.

The second and final Community Meeting for the City’s Parking Permit Study was held on Monday, July 29. Draft recommendations were shared by the consultant and public input was received. An audio recording of the July 29 meeting is available as well as the consultant's presentation and an updated version which includes an appendix with relevant CA state legislation. This presentation is also available in Spanish.

Draft recommendations were shared at the August 12, 2024 Mobility and Traffic Safety Commission Meeting, as well as at the November 7, 2024 Planning Commission Meeting.  The item was heard by City Council on April 23, 2025, the Mobility and Traffic  Safety Commission on August 11, 2025 and City Council on August 27, 2025. At the August 27 City Council meeting, a subcommittee was formed and a public meeting was conducted on November 6, 2025. A second subcommittee meeting is scheduled for 5:30 p.m. on December 9, 2025 in the Poinsettia room at City Hall. The agenda for that meeting is posted on the City Council Subcommittee webpage.
