A consultant was retained by the City to conduct a comprehensive Parking Permit Study and provide recommendations for updates to Chapter 14.41 of the Encinitas Municipal Code. The study included community outreach, stakeholder input, and review by the Mobility and Traffic Safety Commission, Planning Commission, and City Council.

At the August 27, 2025 City Council meeting, a City Council subcommittee was established to further review the consultant's recommendations and gather additional public input before proposed Municipal Code amendments are considered by the City Council. The proposed Municipal Code amendments are currently scheduled for consideration at the June 17, 2026 City Council meeting. Additional updates will be posted to this page as the process moves forward.

Community Meetings

March 11, 2024 – Community Meeting #1
Residents were invited to share input regarding parking permit programs in the City. The consultant’s presentation from this meeting is available in English and Spanish.

July 29, 2024 – Community Meeting #2 
The consultant presented draft recommendations and received public input. An audio recording of the meeting is available, along with the consultant’s presentation and an updated version that includes an appendix summarizing relevant California state legislation. The presentation is also available in Spanish.
