A consultant has been hired to conduct a comprehensive Parking Permit Study and provide recommendations for updates to Chapter 14.41 of the City of Encinitas Municipal Code.

Community Meetings

March 11, 2024 – Community Meeting #1
Residents were invited to share input regarding parking permit programs in the City. The consultant’s presentation from this meeting is available in English and Spanish.

July 29, 2024 – Community Meeting #2 
The consultant presented draft recommendations and received public input. An audio recording of the meeting is available, along with the consultant’s presentation and an updated version that includes an appendix summarizing relevant California state legislation. The presentation is also available in Spanish.

Draft recommendations and updates related to the Parking Permit Study have been presented at the following public meetings:

At the August 27, 2025 City Council meeting, a subcommittee was established to further review the recommendations.
