Permanent Best Management Practices (BMP) Program
What Are Permanent BMPs?
Permanent BMPs are structural or vegetated features that are designed to treat and reduce pollution from developed properties. They help to slow, infiltrate, filter, and reduce runoff from impervious surfaces like rooftops, driveways, and parking lots, managing stormwater on-site. These features are built into new development and redevelopment projects to treat runoff before it enters the storm drain system helping to protect our creeks, lagoons, and the ocean.

These BMPs are required for Priority Development Projects (PDPs) and some Standard Projects under the City’s BMP Design Manual. Whether you're a property owner, developer, or HOA, maintaining your permanent BMPs is essential to keeping our waterways clean and staying in compliance with City regulations. An annual request is sent to property owners to obtain this verification and includes instructions on how to submit the verification through the City’s online submittal system.
