Program Background

The San Dieguito Water District Board of Directors authorized the phased replacement of District water meters, many of which are reaching the end of their useful life. The District plans to replace all water meters over the next few years based on funding availability.

Phased Approach 

The District is divided into eight (8) billing cycle areas. 

The first phase of replacements will be Cycle 7, commonly referred to as Old Encinitas.  The general boundaries of Cycle 7 are Interstate 5 and N. Vulcan Ave. to the east and west, and E. Glaucus St. and Encinitas Blvd. on the north and south. Click  here to view a map of cycle areas.   

Replacement of Cycle 7 meters is expected to occur from September to October 2026.  Affected customers will be notified via postcard several weeks prior to replacement. 

 Meter Reading Process

Currently the District reads meters using an Automated Meter Reading system (AMR) where meter reads are collected by a laptop or mobile device during a drive-by.  Reads may also be collected manually. 

Upgraded meters will work on an Advanced Metering Infrastructure System (AMI). Initially, the District will continue to read meters using AMR while the AMI communication network and customer portal are developed. Once complete, customers will have access to daily consumption data and can be notified of leaks, high usage, and other events via the communication network.
