Sewer District Map

The Department's Wastewater Division collects, treats, and disposes of sewage for most of Old Encinitas, Cardiff-by-the-Sea, and Olivenhain. Sewage collected within these areas are sent to wastewater treatment plants operated by one of our partner agencies.

The Sewer District Map to the right shows the boundary delineation of the Cardiff Sanitary Division (CSD) and Encinitas Sanitary Division (ESD), which are the two sanitary divisions operated by the City. The Leucadia Wastewater District is responsible for sewage collection for most of New Encinitas and Leucadia. 

The Department's wastewater engineers are committed to serving our citizens by ensuring each project we undertake is designed to have a safe, reliable, and efficient sewage collection and transfer system. Additionally, these engineers develop and implement the City's wastewater capital improvement program (CIP), which covers the replacement and major rehabilitation of wastewater pipes and appurtenances.

Proposition 218 Notice

Pursuant to Article XIIID of the California Constitution (Proposition 218) the City of Encinitas City Council held a Public Hearing on April 24, 2024 to consider proposed adjustments to sewer rates for the Cardiff Sanitary and Encinitas Sanitary Divisions. A copy of the Sewer Rate Study detailing the bases and reasons for the current and proposed rate increases is available below.

Fees for Sewer Engineering and Miscellaneous Services

On January 28, 2026 City Council approved Resolution 2026-03 Establishing a Cost of Services Schedule for Sewer Engineering Services and Amending the Cost of Services Schedule for Miscellaneous Sewer Services. The new fees and amendments to existing fees will be effective April 1, 2026, and will be adjusted annually according to the prior calendar year's Annual Average CPI for the San Diego Region as long as the adjustment does not exceed the cost for providing services.

The Department utilizes various guidance documents to appropriately analyze and design the wastewater system. These range from City-generated to regionally-generated sources. Click the links below to access these documents.

2025 Sewer Condition Assessment and Risk Assessment Report

In January 2025, the City finalized the Sewer Condition and Risk Assessment Report (Report). A risk model was developed to prioritize sewer system assets for rehabilitation and/or replacement. The risk model utilized pipe inspection condition results, pipe material, pipe age, pipe location, operational continuity, and other relevant factors to calculate a risk score for each sewer main segment the City owns and operates. The higher the risk score of a pipe segment equates to the sooner it is prioritized for rehabilitation.

The conclusion of the Report is that the City’s sewer system is aging, but otherwise performing well. With aging infrastructure, a continuous replacement and rehabilitation program is important to maintain reliability of the system. The Report’s development of a 10-year CIP prioritizes the rehabilitation program into 10 annual projects.
